And attached is a slightly-updated proposal for standards.texi, rms accepted the new 'quoting' or "quoting" regime. I installed it last night. I'll make an announcement about this and other standards/maintain changes later today.
BTW, I left out the typographical changes of `s' to ``s'' since that's an independent issue, and honestly, I've seen it both ways forever on tiny fragments like that, even in the US, and Texinfo uses single quotes in similar circumstances (that is, for @samp). k
