Most programs are using single quotation marks even though this
conflicts with the American typographic convention. Since most
of the time there will actually be no translation catalogs for
English, suggest a convention that will clash little with
established practice and with programs that do not have a
translation at all.
* lib/quotearg.c (quotearg_buffer_restyled): Rewrite instructions
translators for "`" and "'".
