No, just resolve the relocations by writing 0 in the relocated bits in the case
of an undefined weak symbol.

Even for TLS models with dynamic relocation, there is no consistency within or
between architectures in how references to undefined weak symbols are handled
(I abandoned an attempt some years ago to add tests for undefined weak TLS
symbol handling to glibc after discovering the lack of consistency).
