TLS ABI

The ABI (attached) expects -mxtls to be used for LD and LE TLS access with a
TLS area too large for 16-bit offsets.

My understanding is that the issue here isn't actually a large TLS area, but
undefined weak TLS symbols, for which the ABI says nothing about how they are
resolved. Since it says nothing, it would seem appropriate for the linker to
handle them (for affected TLS models) in a way that avoids overflow (resolving
relocations to an offset of 0, or something like that).
