Hi birders, Thanks to the experts who confirmed that it is indeed an Eared Grebe in worn breeding (alternate) plumage. Please see photo at the following link and judge for yourself:

Turn right (north) onto Montée Interprovinciale and drive about 2.5 km. At the end of the road, turn left (west}, and the Hydro Dam is visible. Continue on the paved road until you get up the hill. There is room to park on the berm.
