The note from HPE isn't terribly clear, but my reading (and therefore my worry) 
was that this probably includes support for things like iLO and OA firmware 
updates for ProLiant servers.

This is IMO different than what Tim is concerned with.  Support 
contracts for HPE software (what ... Ibrix or similar?)  Services are 
typically outsourced managed services.
