We don't need a support contract to develop. What is your budget? What 
paperwork do we need to get started?

Scott,Remedy server licenses are not
version specific, so the license you have for 7.1
'translates' to 8.1, as long as it's valid. 
The only question is if you are eligible for upgrade by
having a valid support contract or not.
