There is no separate license required for smart IT. User can have fixed or floating license. Important part is permission that controls whether you want to login to smart IT as an administrator or Agent. Hope this helps. I see SmartIT as just an alternative Mid-Tier in that respect (no separate user license required for MT vice user tool).
