I think it will be a lot more easier if you try to explain what exactly you want to do rather than dabble with how $LASTCOUNT$ works. Maybe you are trying to use it in the wrong context.
Explain what functionality you wish to develop and lets go from there. Using $LASTCOUNT$ to set as a default value to a field on form open WILL NEVER WORK without a search happening on the same transaction. Lets leave that at that and start from what you are attempting to develop.
