It's value is set at the time of a DB search transaction, and is saved to
the form if you have performed either s submit or modify after that search
transaction.

An open window action is not a DB search transaction. It is a client side
event or trigger. If an open window is all that happens, at the time your
window is open to set your defaults, there is no DB transaction that takes
place that performs a search. Hence when your defaults are set to the form,
you will probably see the literal string $LASTCOUNT$ in that field, which
means nothing to the client as its something that the server side search
operations knows to resolve. The browser or the user tool client has no clue
whatsoever what it means.

That is the clearest way I can explain its properties.
