Alert is available thru the web by putting the Alert list table on a form (or having the user look at the Alert Events form) so I do not think it will be going away.
What you are talking about is having a program running on the Netcool object server that uses the Remedy API or a web service to listen for alerts. Check the 7.6.04 Configuration guide starting on page 256 for more info.
