Jason, Do you have some further information you could share? Seems a rather odd move to re-write RKM in workflow - RKM is a fairly nice app, both in terms of UI and the way it's written. The Search Server dependency could easily be removed through the use of the wonderful open source Lucene project, leaving little or no external licensing to worry about.
