One question: Is there now a firewall between the AR server and the database server? This can have a huge impact on performance, especially if the firewall is a modern packet-inspection type. I know you said they are in the same datacenter but that doesn't mean they are on the same subnet. Even if they are on the same subnet, if a router is between them and it is throttling bandwidth that can cause issues. The best way, IMHO, to connect two servers in a Remedy environment is through a network switch or, if possible, direct connection.
