Maybe you could try doing this...
Create a user in Remedy specifically for use of web services..
Configure this user in the mid tier configuration page..
Create a private thread for this user to use.
Test..

Not being a WEB guru I am a little bit lost here.  But I am guessing here that 
the problem is located on the system we are connecting too.  It is having 
performance issues and takes too much time to return the data.

So it looks like your threading issue is resolved.. now it tries connecting to 
the web service and fails thereafter.. 
  
Could you turn on your plugin and API logs at the time you are attempting to 
use the web service? Maybe that might give you something to work on.. 
  
Also have you checked the web service using any external utilities? There are a 
bunch of free utilities that you can download and use to test your web 
service.. 
  
I used to use Soap Sonar which has a free version.. I just googled for it and 
this is the link to download it..

Plugin-Filter-API-Threads: 2 6

Only change is in the error message.  From the arplugin server crashing to this 
new one.

ARERR [9130] An exception occurred from the WebService class : ; nested 
exception is: 
       java.net.SocketTimeoutException: Read timed out

Any clue?
