Well along the same lines instead of changing the port you can just
disable the outgoing email record in the email configuration form, but
please remember to restart the email engine after you disable it to make
the changes take place.  Then when you are done enabled it and restart
the email engine again.

On your dev server, change the outbound mail port to something bogus -
like 255 - instead of SMTP standard 25. Mails can't get out, and you can
examine them all in AR System Email Messages.

You'll need an escalation to delete the old ones after you test and
before you change the port back to 25....
