I know it seems kind of a cliche answer, but have you bounced the client that Administrator was running on? If that doesn't work, I'd try moving up to the server, and see if recycling the service there clears it. It may be a DB thread that needs to be killed, but I'd be careful about that - consult your DBA before doing.

When it did unfreeze and the window did close I was unable to access Remedy through the Admin tool or the user tool. I would receive an error stating Misc.tli error.
