Hi Gary,

Actually, I think that for now any end user willing to pay ARIN's fee
should qualify for a /48 regardless of any technical criteria. The v4
swamp caused no lasting harm but the v6 deployment delay while we
dance around justification has been nasty. On the other hand, I don't
think such an approach should outlive the v4/v6 50/50 mark so it
wouldn't resolve your long term business risk concerns.

Long term I think 6.5.8.1 c and d are an artifact of our willingness
to accept single homed entities in to the IPv4 table, something that
made more sense two decades ago when Internet connections were
sparsely available.
