Only about your intention against the mailing-list: You don't have to suscribe
because you can read, and write if you see this, a this mailing-list and a
lot of other mailing-lists over the gname newsserver.

I think the best way is a place where users will find the informations AND the
devs feels happy to write their informations. Both sides have to be
integrated with all their personally views to have a constant flux of
informations.

I personally likes more to have it here in the mailing-list or on one rss feed
because this are places where i get the informations automatically. But this
are only my 2 cents.-)

At the end i see a lot of other wish to have a documentation about the changes
and here is my way to try to get it: I read  among others  
http://www.archlinux.org/rdf_feed.php and http://aur.archlinux.org/rss2.php.
If one of my packages is on the list the informations about the changes are
one click away on archlinux.org or at the second click on the homepage of the
creator. For me this way is okay instead this isn't a replace for a detailed
changelog.
