There are 3 things: First the apt way is another way to install apps and me
personally i don't like to get so much informations or questions in somes
cases if i use the custom interface for updating/upgrading/installing of the
distro. I like it to have the infos before all happens and the "View CVS
Button" button on www.archlinux.org/packages.php is a good place for me. And
the possibility to make a diff is a nice feature too.

Second is that Debain has a lot of more man power to document such things.
So still again for me the best way is where devs fells happy to put the
informations and the way isn't a bureaucratic monster. I don't see it as
necessary that the arch devs have to document the changelog which is coming
from the origin author of the application of the package. The link to the
origin homepage is enough i such case.

Third from my view debian packages needs more documentation because their
builds aren't untreated as arch packages. I don't think i have to say which
is the better way for me.-)

At the end i there is one thing: I wish me a detailed, easy to read and well
documented changelog in some cases too but we all live in the reality where a
day have only 24 hours.-)
