I'm copy pasting from my earlier post to tell you why _I_ want a mailing
list.

I'm copy-pasting some more to answer your second question:

E.g. the Ubuntu forums have a section that is a "mirror" of the Ubuntu
mailing list[1]. I know there there are RSS->mail thingamajigs[2], there
are mail interfaces to most blog SW. I think that if you want
to reach people you need to make it easy for them to be reached. Since
we're talking OSS and volunteers it also needs to be easy to post
announcements.

We ought to be able to find someone in this vibrant community who'd be
interested in tying the different parts together.

Software is not manufactured, it is something you write and publish.
Keep Europe free from software patents, we do not want censorship
by patent law on written works.

You are in a twisty little maze of standards, all conflicting.
