Why to send complaint to UDID? It's the circular published by the Railways. It is they who has stated that the UDID card could be used by the blind person if he/she does not have Railway concession certificate. Going through proper channels is always recommended. UDID people will come in picture only if Railways denies application made via UDID card and insists on Railway concession certificate. Anyway, will keep you all updated what Railways does with my application.
