I don't think you understood what I was saying. The package you linked to *is* a local installation. There is no "web" involved in using that package. It is conceptually identical to VSCode, just with python httpd and epiphany instead of node and electron.
Maybe Type=Webapp would make sense for shortcuts that launch a browser pointed at a website, but that's not what this is.
