No, you shouldn't flip the flag back to r? to continue discussing. Generally speaking, people on the CC list do receive an e-mail when you post an additional comment. After submitting a comment to bugs.webkit.org, you can see for sure who will be receiving an e-mail with the comment since the web page displays the list of addresses that will be e-mailed.
You might just have to be more patient with the reviewers.
