If there is no specification of dcterms:modified you could look if there are any other dates or timestamps in de metadata. The dataset could have a specification of dcterms:valid for instance. Or if it has only a publication date (dcterms:issued for instance), one could assume that there have been no updates after the first publication.

I am not an expert on Virtuoso, but I think that getting the modification times of (collections of) triples is not possible for regular users, unless these data are explicitly published. I can imagine that is could be possible for administrators to get that information from the transaction log.

    the time of the last update? I think most users would look for
