Yes it can't anwer, but it may provide some option like to specify some "encodings" e.g. via command line which it should try as fallback if it encounters path names which are not UTF-8 - it may not be the "result" it once was, but at least the import will succeed and the user may fix those "names" later (via rename) if it was not the right encoding for every path.
