I don't understand what you are doing. Are you SSHing into your server. Then starting the svnserve deamon then in that ssh terminal trying to use the svn command? Or, are you running the svn command locally? Using what protocol? So example commands... steps you are performing would really help us help you with guessing and going back and forth with questions.
