Late night musings: I don't trust anyone (except everyone that can read this email. tee hee). My understanding is that cellular modems contain little CPUs that run unspecified firmware. If I wanted to make my own open source cellular modem (doesn't have to do LTE), would RTEMS be a good candidate for that application?
