The login screen issue is bug 1760849. The login screen runs as a different user (gdm) so it has its own monitor configuration. You can overwrite that as root by copying ~/.config/monitors.xml to ~gdm/.config/monitors.xml
It's important each bug only describes one issue, so this can be about the problem after login.
