Installed `6.8.0-58-lowlatency #60.1-Ubuntu` from proposed as this
version has a lot of amdgpu fixes added, but the problem still occurs.

Another observation is that switching to textual console (tty3) leaves
it sluggish, meaning frame buffer for the console is affected as well.
