Have the same issue for quite some time. Couldn't find any pattern yet. Also have the impression gdm is waiting for something. It happens for me when I am on Ethnernet as well when on wifi.
Have Dell XPS13 with Ubuntu 18.04.2, kernel 4.18.0-25-generic.
