To give a better description, the resolution is set to 1680x1050, however the GDM screen only uses a portion of that resolution, after logging in the background is applied to the full screen, however the panels are placed inside of the same shorter resolution window used by GDM. I am able to move applications windows outside of the initial setup window, it seems that different functions are detecting different display sizes.
