As I wrote:

- System > Preferences > Windows >
  'select windows when the mouse moves over them', *is* selected
  (aka focus follows mouse), as intended
- System > Preferences > Windows >
  'Raise selected windows after an interval', is *not* selected
  (aka raise on focus), as intended
