@Gregory: The problem probably does not come up with the direct upgrade from Dapper, since as it reads it is introduced by the latest kernel from Gutsy. I just upgraded my server from Dapper last weekend (and to make sure to not hit the problem, I removed the execute bit from /usr/bin/localedef as soon as it was updated - which is at about 50% of the upgrade process - and when the upgrade was done, I ran "dpkg- reconfigure locales", which ran fine). However, I was quite surprised by the fact that the upgrade removed the apache2 and mysql server...
