OK, so here are the steps:

1. Go to System-> Administration -> Users and Groups
2. Unlock administrative privileges using your password
3. Click Add User
4. Enter: Username=test12; User Password=<any>; Confirmation=<any>
5. Click OK
6. The new user appears on the list
7. Click Close
8. Go to System-> Administration -> Users and Groups
9. The user is gone from the list...

Now - the list is just the symptom of course, the user was never
defined. Here's what you see when you invoke users-admin from a terminal
window:

(users-admin:7738): Liboobs-CRITICAL **: create_dbus_struct_from_user:
assertion `(login && password && homedir && shell)' failed

(users-admin:7738): Liboobs-CRITICAL **: Not committing due to
inconsistencies in the configuration, this reflects a bug in the
application

So it is reporting some kind of error but I'm not sure what that error
is...

Lastly - yes, it happens with any user name.
