You are correct in how it works, however I see it as a bug because it doesn't make any sense from a usability point of view. If you tell the system that rb should be outputting to (say) your external sound card, or another computer, you don't want it to revert when the track changes. That means that every 4 or 5 minutes you're going to have to change the settings again.
Even with the crossfader plugin turned on, when you pause it closes the stream and so goes back to default on resume, which is still annoying. The ideal solution would be for RB to behave like it did until about a week ago, where it held the stream open even when not playing, so that it always came out the same device.
