Hm, how did you perform the upgrade? apt-get, aptitude, or update-
manager/do-release-upgrade?

I think you're supposed to use update-manager
(http://www.ubuntu.com/getubuntu/upgrading) because it can take care of
corner cases while upgrading, which the other two cannot.

If you did use update-manager then this is probably a bug, since bash
recommends bash-completion, so as far as I know it should get installed.
But I'm also not sure about this...
