Well, it's fine on my Hardy desktop, but isn't on Gutsy minimal install upgraded to Hardy.
The reason appears to be that bash-completion isn't installed there. Once I install it, the debconf question about the changed configuration file pops up. "dpkg -S etc/bash_completion" showed that the conffile belonged to "bash", where it's now marked as obsolete.
