The same thing happens with other icon themes as well.  The problem
seemed to happen when I moved the trash from the bottom panel to the top
panel--the icon went from small to big.  I've had this problem on both
computers I've installed hardy on.  In both cases, the trash icon
suddenly became very large when I moved it from panel to panel, and it
stayed large when I changed icon themes.  It only scaled correctly when
I switched to another gtk theme and then back again.

I agree that it's not an icon theme bug.  But it may be a temporary
problem that happened when I upgraded from the CD version of hardy to
the current repository version and the panel restarted and was redrawn
incorrectly.  I'll have to see if it persists.
