What does "/etc/localtime" point to?
If "/usr" is part of the root partition it should be a soft-link. If so, point 
it to "/usr/share/zoneinfo/Etc/GMT+8"

If /usr is a separate partition then copy
"/usr/share/zoneinfo/Etc/GMT+8" over "/etc/localtime".

If you change "/etc/timezone" to point to the new 'timezone' then future
updates to tzdata shouldn't undo these changes.
