The issue here is that you're using a card that does not support xrandr
1.2, which is required by gnome-display-settings.  I'll add a version
check so it gives you an error dialog instead of a non-functioning
Apply.

Mikael Nilsson, the issue you are seeing is that gnome-settings-daemon
is not restarted automatically as part of the upgrade process, so you
may notice Apply doesn't work until a reboot.  If you think this is a
serious enough issue that we should look into it, please enter a new bug
report.  (Possibly there is a way to force gnome-settings-daemon to
restart with the upgrade.)

For those using Screens and Graphics, this tool will be deprecated by
hardy-beta.
