The frog file is a png and is in /usr/share/tuxpaint/stamps/animals/amphibians/frog.png not /usr/share/tuxpaint/stamps/animals/amphibians//frog.svg
There is a carcassone starter but it is at /usr/share/tuxpaint/starters/carcassone.png not at /usr/share/tuxpaint/starters/carcassone-back.svg.
