this is not enough. you are missing an analysis, which packages depending on openmpi and mpich are using these features that you are removing, what changes these need, and what delta you have to introduce.
I still think, the safer approach is still to include llvm-23 in the distro, and build the dependencies needed for ucc with llvm-23 on arm64 and ppc64el.
