Update: resolved on the affected system. Root cause appears to be a missing
flash-kernel -> piboot-try transition during the upgrade, not just the board
model string.
Correction to the original description: on the failing system,
/usr/share/flash-kernel/db/all.db (from flash-kernel 3.110ubuntu2.3) contained
no Ubuntu "Raspberry Pi 4 Model B" entries at all, only a Debian-style
"Raspberry Pi 400 Rev 1.0" entry (U-Boot based). The "Raspberry Pi 4 Model B *"
entry exists on the working Pi 4, where the upgrade had instead left:
rc flash-kernel 3.107ubuntu13~24.04.6
ii piboot-try 1.1ubuntu0.1
On the failing Pi, the upgrade left flash-kernel 3.110ubuntu2.3 installed and
did not install piboot-try, so the flash-kernel initramfs hook rejected the
board.
Fix applied:
1. sudo apt install piboot-try
-> removed flash-kernel 3.110ubuntu2.3, installed piboot-try 1.1ubuntu0.1,
initramfs-tools configured successfully, and /boot/firmware was migrated
to the A/B layout (current/ + new/, autoboot.txt with tryboot_a_b=1).
2. piboot-try then reported:
find: '/usr/lib/linux-firmware-raspi': No such file or directory
linux-firmware-raspi was not installed after the upgrade.
sudo apt install linux-firmware-raspi (14-0ubuntu1.1) fixed this; boot
firmware was then copied to /boot/firmware/new/.
3. sudo apt full-upgrade, verified /boot/firmware/new/ contained start4.elf,
fixup4.dat, vmlinuz, initrd.img and bcm2711-rpi-4-b.dtb, then rebooted.
Result: system boots Ubuntu 26.04.1 on 7.0.0-1020-raspi,
piboot-try-validate.service exited successfully, no failed units.
Suggested fix: the release upgrade should ensure piboot-try replaces
flash-kernel and linux-firmware-raspi is installed on Raspberry Pi systems
(e.g. via the upgrader quirks or package dependencies), so the flash-kernel
hook is never run against a database without Ubuntu Pi entries.
Side observation: piboot-try printed "Using DTB: bcm2712-rpi-5-b.dtb" (Pi 5
device tree) on this Pi 4. The system booted correctly because the firmware
selects bcm2711-rpi-4-b.dtb itself, but the message looks wrong for this board.
Note: this machine was originally installed from a 2021 image
(ImageMediaBuild 20210201.1), which may be why its package set differed
from the Pi that upgraded cleanly.
