My bad. I double-checked and the report was inaccurate about the source.
Corrected timeline:
linux-firmware 0ubuntu2.26 - DMUB version 7.40.0 - Good
linux-firmware 0ubuntu2.29 - DMUB version 7.42.0 - Regression (input lag on
Navi 33/DCN 3.2.1)
linux-firmware-amd-graphics 0ubuntu3.2 - DMUB version 7.42.0 - Still regressed
The fix was extracting dcn_3_2_1_dmcub.bin.zst from the 0ubuntu2.26 package and
replacing the copy installed by linux-firmware-amd-graphics 0ubuntu3.2. Both
packages are now pinned with apt-mark hold.
SHA-256 hashes:

(working, from 0ubuntu2.26)
3fee65319f78069cd227e3f5455c0c16ad450ccc49c3065a6737cd1fd966db6b - DMUB 7.42.0
(regressed, from linux-firmware-amd-graphics 0ubuntu3.2)
