So it's moving onto what's available.

The thing is, you can't install the 1.9.x series.  See bug 2122253 for
details. That is, it's already broken for resolute users.

This instead gets them a path that says "I need a feature from the newer
fwupd, let me apt install fwupd-snap" and they get it.

See point above.  If you could install it yes.  But it's so broken I
don't think it's worth trying to add such a path.
