[Summary]
- The devices fails to boot into OS after kernel dist-upgrade.
- It can still be accessed by ssh, but it cannot boot into OS.
- If remove 'quiet splash', than it can boot into OS.

[Reproduce steps]

1. Install GM image. (6.17.0-1017-oem)
2. Run dist-upgrade to install 6.17.0-1033-oem kernel
3. Run 'sudo reboot'.
