Public bug reported:
LLVM is currently FTBFS due to swig 4.5 in proposed. I'm not exactly
sure what changed there, but some code generated during the LLVM build
is now generating try/catch blocks while we generally build with -fno-
exceptions, which is an error.

For this particular case, the simplest solution is probably to just
build the file / TU with exceptions. The risk of doing this is only if
exception unwinding tries to traverse a no-EH frame, but everything here
catches.
We could use LLVM_REQUIRES_EH for the whole target, but doing it for
only the TU is a smaller change with fewer risks.
