The ubuntu-release-upgrader tool is manually started after the user accepts a prompt to upgrade to a newer release, OR starts it with command like `do-release-upgrade`, which will change a release (eg. 24.04) to a newer/later release (eg. 26.04). It is not related to unattended-upgrades which install newer packages for the current release.
