Hm, that is confusing, but the usrmerge was removed after 22.04 LTS
because that transition was considered "done":

The wording of the preinst could be improved, but in any case, the
solution for you is to manually fix this on your system by ensuring that
/sbin is a symlink to /usr/sbin, which is the real directory with the
real binaries.
