I actually think this is a bug in u-r-u, it tries to transition libcap0.8 to libcap0.8t64 on noble, which adds libibverbs1 as a dependency which doesn't get marked as install. Since libpcap0.8t64 is now marked install without its new dependency it is broken and the resolver decides to remove all the reverse-deps.
